Background
With the global shift toward digital learning, Lagos State’s vocational education system needed to evolve. Many students faced disruptions due to infrastructural limitations, distance, and lack of digital access. There was a clear need for a scalable, inclusive online platform to deliver technical training remotely.
Challenge
Technical education is inherently hands-on, making digital delivery complex. Additionally, many LASTVEB students had limited access to consistent internet, smart devices, and digital literacy training, threatening the success of any online solution.
Solution
Under Moore’s direction, LASTVEB launched a comprehensive Learning Management System (LMS) aimed at bridging physical and digital learning environments. The platform was designed to deliver hybrid courses, facilitate virtual labs, track performance, and offer certification—all accessible to students across the state.

Platform Design: A custom LMS tailored for vocational subjects, including interactive video lessons, assignments, and skill assessments.

Device Access: Partnered with private organizations to provide tablets and subsidized internet data for students in underserved areas.

Instructor Onboarding: Over 100 instructors were trained to create digital content and use the LMS effectively.

Blended Learning Model: The system combined physical training in workshops with digital learning at home, making it flexible and inclusive.
